Digital inclusion is defined as “equitable, meaningful and safe access to the use, governance and design of digital technologies, services and associated opportunities for all people, everywhere.” Digital inclusion is made possible through human-rights-based and intersectional policies that take a whole-of-society approach, as well as multisectoral strategies and actions that acknowledge the diverse barriers people face when accessing and engaging with digital technologies.
Digital transformation introduces a new paradigm that cuts across social, labour and productive spheres. It represents an opportunity to strengthen our societies; however, in the Ibero-American context, significant challenges remain for the full participation of women. Barriers persist that, if not addressed, can deepen inequalities and discrimination.
